Step 1) Merchants should first contact their Acquirer or Processor that offers acceptance of Discover cards. 

Step 2) If your concern is not resolved to your satisfaction by your Acquirer or Processor as set forth in Step 1, you may complete and submit the Code of Conduct Inquiry Form available on the Discover Global Network website at:
